Currently the NEHA-NRPP receives complaints from the general public. It has been the NEHA-NRPP policy that it acts only on written complaints that are sent from individuals who have been impacted directly by the actions of the radon service provider. As an example this would typically be a homeowner who questions the measurement report or the quality of a mitigation system. Upon receiving these, the Administrative Office (with the assistance of Technical Review Board members and other experts) have rendered an opinion to the "injured party" as to whether or not the specific information presented to it meets protocols and guidelines. This would allow the aggrieving party to use this information in resolving the issue. The Administrative Office also contacts the service provider for fact finding with a goal of resolving issues that may be due to misunderstandings. It is also the policy that non-compliance or non-resolution of the complaints could lead to de-certification on a case-by-case basis.
In essence, NEHA-NRPP is providing information but is not incurring the high costs associated with field visits and arbitration of disputes. Field investigation is very costly and could add $50 - 75 to the cost of biennial recertification. Even with the use of local certified individuals and public health professionals, there are considerable travel costs and time investments. This would likely increase program operating costs to the point of having to increase certification fees.
The following questions are designed to determine if you agree with this policy.
Do you believe that the NEHA-NRPP should decertify a person or company for non-compliance with any of the following?
Protocols Established guidelines Code of Ethics None of these No opinion
Do you believe that the NEHA-NRPP should provide interpretations of protocols and guidelines to individuals who lodge complaints against certified individuals or firms?
Do you believe that the NEHA-NRPP should expand its field investigation of complaints AND would you support an increase in certification fees to support these additional costs?
Yes, I support expansion of field investigations and I would be willing to pay additional fees Yes, I support expansion of field investigations, but I would not be willing to pay additional fees No, I do not support expansion of field investigations No opinion
Do you believe that the NEHA-NRPP should continue handling complaints as they are handled now (as described in the introductory paragraph)? Yes No No opinion
