The following questions are based upon the proposed plan for the NEHA-NRPP Program for the period 2002-2003. As in any plan, there is a certain degree of flexibility to insure that the objectives and priorities are those of the people that an organization represents. This survey is being conducted to insure that the boards are being responsive to the needs of the people we credential, as well as states and consumers we represent them to.

In completing this survey, we ask that you identify yourself and provide contact information to allow us to follow-up with any concerns you may have or clarifications we need to best characterize your thoughts to the Boards. You do not need to be certified by NEHA-NRPP to participate in this survey or others like it in the future.

A person holding a Radon Resistant New Construction certification would have demonstrated the skills for installing passive radon systems during the construction of new buildings AND would have been educated on the health effects of radon and proper measurement techniques. This individual's certificate would be specific to RRNC and preclude mitigation of existing homes. Credential Compliance


Currently the NEHA-NRPP receives complaints from the general public. It has been the NEHA-NRPP policy that it acts only on written complaints that are sent from individuals who have been impacted directly by the actions of the radon service provider. As an example this would typically be a homeowner who questions the measurement report or the quality of a mitigation system. Upon receiving these, the Administrative Office (with the assistance of Technical Review Board members and other experts) have rendered an opinion to the "injured party" as to whether or not the specific information presented to it meets protocols and guidelines. This would allow the aggrieving party to use this information in resolving the issue. The Administrative Office also contacts the service provider for fact finding with a goal of resolving issues that may be due to misunderstandings. It is also the policy that non-compliance or non-resolution of the complaints could lead to de-certification on a case-by-case basis.

 In essence, NEHA-NRPP is providing information but is not incurring the high costs associated with field visits and arbitration of disputes. Field investigation is very costly and could add $50 - 75 to the cost of biennial recertification. Even with the use of local certified individuals and public health professionals, there are considerable travel costs and time investments. This would likely increase program operating costs to the point of having to increase certification fees.
